When we ask the question, was James written for the Jews?
Reading the end of the book of James we have.
Jas 5:19 My brethren, if anyone among you turns from the truth and someone converts him,
Jas 5:20 know that whoever converts a sinner from the error of his way will save a soul from death, and will cover a multitude of sins.
So Tiago is talking about the truth, about conversion and about forgiveness. Such information is not for a Jewish community system, but a concept for everyone. Therefore, the book of James was not written for Jews.
James speaks of the truth, "if anyone among you deviates from the truth". But where does the truth lie? How do we know this is true?
One of the principles is Jesus' statement.
Joh 4:22 You worship what you do not know; we love what we know; because salvation comes from the Jews.
Then Jesus says that the Jews know God, and that salvation comes from the Jews.
Soon James speaks of the truth contained in what Jesus said, that salvation comes from the Jews.
Tiago still informs.
Jas 5: 7 Therefore, brothers, be patient until the coming of the Lord. Behold, the farmer waits for the precious fruit of the land, waiting with patience, until he receives the first and the last rains.
Jas 5: 8 Be ye also patient; strengthen your hearts, for the coming of the Lord is at hand.
So James is speaking to those waiting for Jesus to return. For the Jews, Jesus 'return would be one and not two, so James was not speaking to the Jews, he was speaking to everyone waiting for Jesus' return.
James still comments on
Jas 4: 4 Infidels, don't you know that the friendship of the world is enmity against God? Therefore, anyone who wants to be a friend of the world is an enemy of God.
What does Jesus say about this?
Joh 17:14 I have given you your word; and the world hated them, because they are not of the world, just as I am not of the world.
Is this account for the Jews or for all who accept Jesus? Now the answer is simple, this statement is for everyone.

Jas 3:17 But the wisdom that comes from above is first pure, then peaceful, moderate, treatable, full of mercy and good fruit, without partiality, and without hypocrisy.
Jas 3:18 Now the fruit of righteousness is sown in peace for those who promote peace.
Are such analyzes for everyone or for Jews? Now we can observe the following text.
Gal 5:22 But the fruit of the Spirit is: love, joy, peace, long-suffering, kindness, goodness, faithfulness.
Gal 5:23 meekness, self-control; Against such there is no law.
Thus James refers to all men, and brothers in Christ.
Let us look at the concept of religion, which Tiago quotes.
Jas 1:27 The pure and immaculate religion before our God and Father is this: to visit orphans and widows in their afflictions and to keep oneself free from the corruption of the world.
Is this term a separate term, or a concept for all people? With all these concepts we can conclude, that the book of James, is related to councils, and norms for all men, in all the places of the earth and in all times. They are, therefore, instructions for all who await the second coming of Christ. His compendium is distributed between truths of conversion, and repentance connected with forgiveness, related to Jesus' grace to cover a multitude of sins. Jesus says that salvation comes from the Jews, and says that the Jews know who they worship. James defines hope at Christ's second coming, and asks to wait patiently. He mentions the friendship of the world, in the same way that Jesus refers to all who become disciples of Christ. Tiago confirms the fruits of the spirit,
In other words, James is a book for all men, written for the understanding and salvation of all people, and fortification in grace, and in the production of the fruits of the spirit.
