Many international organizations use the concept of side effects to carry out reprehensible actions and not be blamed.
One of the biggest actions called a side effect is the dropping of two atomic bombs on Hiroshima and Nagasaki.
Women, children, pregnant women, sick people, and all kinds of people were vaporized, killed by heat, by explosion, and by radiation, at the time and for years after.
It is strangely irrational to consider the destruction of two entire cities, without distinction, a side effect.
But currently, the same excuse is still used, using heavy weapons, killing children, patients, doctors, and even destroying hospitals, and citing that such actions are merely a side effect to achieve their objectives.
In a way, such actions are mere excuses to achieve objectives with as little work as possible.
For example, imagine that a country knows that a criminal is in a city. Therefore, to capture, or even kill this criminal, it would be extremely difficult, managing an army, or even documents to capture such a criminal. But if you launch an atomic bomb like the ones dropped on Hiroshima and Nagasaki, it would be enough to kill such a criminal. Thus, the deaths of thousands of people would merely be considered a side effect.
Note that defining the term side effect is an excuse to do any inhumane action, and thus without limits.
Side effect size measurements are directly linked to dominant power. Thus, for a country that does not have dominant power, the freedom of a collateral effect is extremely restricted, while for a country with greater dominant power, the collateral effect is extremely magnified. Thus, the biggest side effect accepted to date is the destruction of the cities of Hiroshima and Nagasaki, by atomic bombs.
Currently, in countries with few powers, the death of a child, doctor, or even a civilian, is considered an unacceptable side effect. On the other hand, countries linked to powerful others may have the right to kill hundreds or thousands of civilians, and define such civilians as a side effect.
Thus, the so-called side effect is a mere excuse for a license to kill. In which dominant countries have greater freedom and non-dominant countries would not have the same freedom. In fact, no country should have the freedom to kill innocent civilians. But the power control tools do not obey the justice system.
